Added a 2D example to the examples section. Shows how to set
up backgrounds, sprites, and does a cheezy fire/plasma
effect. Could not test this on hardware since my hardware
has died but will as soon as it is replaced.

NDSLIB updated. CVS takes a few hours to propigate but the
zip file under tools is up to date.
